Meet the Leadership of Christian Law Enforcement Fellowship
Jerry Hara
President & Executive Director
Jerry Hara retired from the San Diego Police Department in April of 2026 after serving for over 35 years. He rose to the rank of Captain and worked over 30 different assignments. He is also the former President of the National Latino Peace Officer’s Association in San Diego. Jerry dedicated most of his career helping others to promote and reach their career goals by providing training, interview preparation courses and reputation building classes. He was also the Wellness Unit Commanding Officer and helped SDPD streamline officer wellness programs: Peer Support Team, Chaplains and Dispatch Wellness. As a retired Police Captain, Jerry is dedicating his life to bringing new Spiritual Wellness training to the law enforcement community. Although Jerry has experienced many traumatic crime scenes and stress, he remains Spiritually healthy because he puts his trust and faith in Jesus Christ. Jerry is happily married to his beautiful wife of 26 years and they have two amazing adult children who also love the Lord.
Misty Cedrun
Vice President & Director Of Ministry Outreach
Misty Cedrun retired from the San Diego Police Department in April of 2020 after serving for twenty-six years. She began her career in 1994 as a patrol officer working in the Mid City area. She promoted to the rank of detective in 2001 and worked general investigations and then specialized in child abuse investigations where she investigated physical and sexual abuse, child pornography and infant deaths. Misty was promoted to the rank of sergeant in 2006 and was a patrol sergeant at Eastern Division and Western Division. She was promoted to the rank of detective sergeant and transferred to the Internal Affairs Unit. In March of 2013 Misty was promoted to the rank of lieutenant and assigned to patrol operations in Northern Division. In August of 2014 she was transferred to an investigative assignment in the Domestic Violence Unit with collateral duties as the Director of the San Diego Family Justice Center. In December of 2017, Misty was transferred to the Training Division. Her primary role was in the Leadership & Development Unit with collateral duties as the on-site manager for SDPD’s Tactical Training Center. Misty provided coaching/mentoring/promotional preparation/career mapping and executive development to all Department members. She, along with other leaders developed and emceed quarterly “Women Leadership Conferences” for SDPD personnel. She also coordinated all Department training requests and maintained over 250,000 square feet of training space. The Tactical Training Center delivered approximately 25,000 hours of law enforcement training per quarter.
Over the last twenty-six years, Misty Cedrun has received eleven “Commanding Officer Citations,” one “Exceptional Performance Citation,” a “Special Commendation Award” from the US Attorney General in Washington D.C. for her “tireless efforts to protect children from sexual exploitation,” and a “Superior Public Service Award” from the Department Of The Navy for “twelve years of leadership, fund raising and volunteer work while supporting thousands of military families during Operation IRAQI FREEDOM and the Global War on Terrorism.” Misty was recognized as a 2020 Women in Blue Honoree in recognition of outstanding leadership in the service of public safety.
Since retirement, Misty launched a women’s ministry where she teaches and speaks at women’s faith-based events and she co-teaches/leads a women’s Bible study at her home church – New Life Presbyterian Church in Escondido, California. She is also a supported Missionary to the San Diego County law enforcement community.
Mel Adajar

Mel Adajar is a proud native of San Diego. He was born and raised in the local community and earned his degree from San Diego State University. With over 25 years of experience in information technology, he currently serves as a Lead Solution Architect, where he helps organizations design secure, scalable, and mission aligned technology platforms. Throughout his career, Mel has led enterprise initiatives spanning data architecture, cloud modernization and systems strategy. He is known for thoughtful leadership, strategic clarity and the ability to translate complex challenges into practical, sustainable solutions. Mel is passionate about mentoring others and supporting efforts that strengthen families and communities. He and his wife, Cherrie, have been married for over 25 years and are proud parents of 2 sons. As a family, they are committed to faith, service and investing in the well-being of the San Diego community they call home.
Liane Schreffler

Liane Schreffler has worked in the accounting field for over 30 years. She is currently the accountant for Penasquitos Lutheran Church of which she and her family have been members for over 30 years. Liane was born in northern California but spent most of her life here in San Diego. She received her BA from UC Davis and then married her high school sweetheart, Eric. They have been married for over 45 years, raised two adult sons and now parent two cats. Liane loves to spend time with her family, travel, read, quilt and watch her grandsons play baseball.

Tom Carmody
Board Member
Tom served with the San Diego Police Department for thirty years and retired at the rank of Sergeant in 2005. Some of Tom’s assignments were patrol operations, investigations, and SDPD Watch Commander. He has been a Board Member and volunteer with CLEF since the ministry began in 1987 and he has served in many capacities. Tom and his wife Claudia have been married for over fifty-five years.
Jerome Saludares
Board Member
Jerome Saludares has dedicated over 31 years to law enforcement. He began his career with the San Diego Sheriff’s Department and continues his service with the San Diego Community College District Police Department as a Sergeant. In addition to his field duties, he supervises the Department’s Firearms Training Unit, helping to guide and prepare the next generation of officers with integrity, care and officer safety. Beyond the badge, Jerome’s greatest pride and joy is his family. He has been married to his college sweetheart, Elizabeth, for nearly 30 years. Together, they have raised three wonderful children and are now enjoying life as empty nesters alongside their loyal pup, Tex. Jerome earned his Bachelor of Science in Criminal Justice from San Diego State University, laying the foundation for a lifelong commitment to service and community. A guiding principle in Jerome’s life is Proverbs 3:5-6, “Trust in the Lord with all your heart and lean not on your own understanding; in all your ways submit to Him, and He will make your paths straight.” This verse reflects the faith, humility, and strength that have shaped both his career and personal life.
Herb Smith
Chaplain
Herb graduated from San Diego State University with a BS in Criminal Justice Administration in 1977 and then joined the San Diego Police Department. Some of his assignments in patrol included being a member of the SWAT Team, Beach Team and Motorcycle Tactical Team. In 1984, the Lord called him into full time Christian ministry. He graduated from Talbot Theological Seminary in 1987 with a Master of Divinity and then established a full time ministry called Christian Law Enforcement Fellowship (CLEF). In 1995 Herb was sworn in as a chaplain with the San Diego County Sheriff’s Office and then the San Diego Police Department. Herb also established a San Diego County Marshal’s chaplaincy program. After serving in law enforcement as a sworn officer and chaplain for 40 years, Herb retired in 2021, but he still remains very active with CLEF and retired personnel. Herb has been married to his wife Debbie since 1984 and they have four children and five grandchildren.

Dale Lowrimore
Chaplain
Dale is a Pastor with Horizon Christian Fellowship, a missionary under Christians in Government (CIG), and a Chaplain for the San Diego Police Department and the San Diego Sheriff’s Department. He provides counseling, discipleship, weddings, funerals and a sympathetic ear. Dale’s calling is to be present and available to those he serves. He attends patrol briefings, critical incident debriefs, official law enforcement functions, and he accompanies officers while on patrol. Dale is grateful for those who support his missionary work as he supports the spiritual wellness of the law enforcement personnel who protect the citizens of this county.
Joe Davis
Chaplain
Joe has served as chaplain for the San Diego County Medical Examiner since 2000. He has also served as a chaplain for the San Diego County Sheriff’s Department since 2003. In this role, Joe serves the entire Medical Examiner staff with the everyday stress of dealing with sudden, unexpected and traumatic death. He is also the Executive Director with the Bereavement Center at the Medical Examiner’s office. Joe is the family liaison for the San Diego Eye Bank, the San Diego County Tissue Bank and the Department of Defense brain research program. Joe has been married to his wife Bobbie for over forty-one years and they have four grandchildren.
Ricky Fischer
Chaplain
Ricky Fischer is a former Sergeant in the Marine Corps with 10 years of honorable service, including a combat deployment to Afghanistan. He is a former law enforcement officer with 10 years of experience which included working in the detention facilities as well as a K-9 dog handler in patrol. After facing some extremely challenging situations, God called Ricky into ministry, where he now serves first responders, their families and others in need with compassion, hope and the truth of the Gospel. Ricky holds a Bachelor’s Degree in Criminal Justice and he is currently pursuing a Master’s in Divinity through Liberty University. He is blessed to share life with his beautiful wife and three daughters. Ricky is passionate and driven by the Holy Spirit to help others find strength, purpose, forgiveness, redemption and hope in Jesus Christ in every season of life.
David Cajiuat
Chaplain & Founder Of Cover Now Ministry Of Hope
Pastor David Cajiuat (Ka-HEE-watt) has been faithfully serving God in the areas of Christian Youth camp ministry, Dean of Men at his alma mater, and traveling as an itinerant evangelist with his family for 17 years. David has also faithfully served San Diego at Anchor Baptist Church with his wife Charlotte since March 28, 2015. In September of 2020, Pastor David became a chaplain with the San Diego Police Department and in April of 2024 expanded his chaplain ministry with the California Highway Patrol. David wants to save lives for any member in the law enforcement community who are struggling with hopelessness, depression and suicidal ideations. He founded “Cover Now Ministry of Hope” for the sole purpose of saving your life if you are in a personal or professional crises!
