My name is Dale Lowrimore, and I am a Pastor with Horizon Christian Fellowship of San Diego and missionary under Christians in Government (501c3). I’ve been associated with Horizon for 36 years and served as an Assistant Pastor for 19 of those years with Pastor Mike MacIntosh. During that time, I earned a Bachelor’s Degree in Theology and a Master’s Degree in Law Enforcement Chaplaincy. I currently serve as a Missionary Chaplain for both the San Diego Police Department and the San Diego Sheriff’s Department.

Chaplaincy ministry to Law Enforcement personnel is a growing and vitally important service that we can provide to our men and women in blue. The role of a Chaplain has a long and distinguished history with the United States military dating all the way back to the Revolutionary War. During the early struggling years of our country’s development, while men were away fighting for our freedom and independence, it became apparent that Ministers needed to be on the field of battle to tend to the needs of the soldiers. Parents and grandparents were concerned that one of their sons may be mortally wounded in combat and not have the comfort of a Minister in their final hour. It was from these difficult beginnings that the role of a Chaplain was birthed.

Today this tradition and service still continues in our Armed Services with an increasing number of Police Departments finding this to be a valuable asset to their organizations as well. A Chaplain is available for counseling, biblical insight, weddings, funerals and at times, a sympathetic ear. The primary role of the Chaplain is one of presence. This is accomplished by attending briefings, officiating departmental functions, and most importantly… accompanying Officers while on patrol. This gives the Chaplain the opportunity to get to know the person behind the badge, as well to experience first-hand the challenges and hazards they face on a daily basis.
